you will need a mechanical pump as you suggested.

For measuring purposes, I use a 6.5 gallon carboy that I've run a piece of blue tape vertically on the outside. I calibrated the tape by adding 1/2 gallon of water at a time then marking the the tape with a felt marker. I'll vacuum rack into this carboy to the amount I want to add to the blend, then siphon into the tank.

I use a Brute as my blending tank then from there, I pump (diaphragm) into the bottling line reservoir. Once in the "tank", I also stir in my final dosage of SO2.

This is the sequence I was trying to come up with, but was thinking that it could all be done with vacuum. I guess it could if the bottling reservoir was a carboy and filled in stages. Thanks,
