Most growers out here have employed that practice for the last half century. Although we do not want to apply so much water that the vine puts on new green growth, we tend to keep the vine just above shutdown or as he put it survival zone. He makes it sound like it is the effects of the water alone that is causing the ripening. That is hardly the case. Even without following his watering technique, as long as the vine is not in shutdown or in growth stages, Veraison will still happen as he describes. Also, it is not stored energy that is moving from the roots, it is water. By the time Veraison comes along, most of the energy is coming from the leaves. However, water is needed to move the energy and nutrients from the leaves to the fruit.
